If you wish to stop the Users from overriding the predefined rates while validating shifts in Confirm Shifts Screen, please un-check this option highlighted in the screenshot below.
TOOLS - APPLICATION OPTIONS - GLOBAL - PAYROLL - Allow Shift Rates Override by staff while shift Verification.
