This error comes when User tries to Inactive the Qualification before changing the status of Pay Level to Inactive. As per the procedure, it is mandatory to 'Inactive the Pay Level' first then only a User can proceed further to 'Inactive Qualifications."

Procedure to Inactivate Pay Level - As shown below.



A User can simply click on Pencil Icon located at extreme left and after that they can change the status of a particular qualification from Active to Inactive or vice-versa.
